This Psalm settles the question of how God rescues an authoritarian nation from the bondage of wicked rulers. The victorious armies of God not only participate in a physical battle but through the spiritual power of seamlessly allowing and preventing miraculously restore the oppressed nation to moral justice. When we pronounce this Psalm, we are imprecating God to restore polarized society back to the unity of God's Law. He is praying God will arise like the ocean waves. The destructive waves of miserable history are like the rolling of the ocean waves. When the waves rise they intentionally crash against the ocean floor. Put differently, render the violent enemies powerless and irresistibly drive them from the exposed face of the earth.
But he is not asking to establish His people's rule but allow God the genuine praise. God's people do not dominate the world through the destructive weapons of man but through axioms of law, covenants, curses, statutes, promises and decrees. The Psalmist is not forming His prayer according to the way the military plans to win but he speaks the axioms and everything is accomplished by God. When the righteous are united in praising God then the oppressed nation is miraculously restored. God not only fights for us but He restores us by the imprecatory praise we give Him.
We go forth speaking the stringent law, covenants, curses, penal statutes, promises and arbitrary decrees. We speak the contentious law and God arises as a consequence. The curses and our violent enemies are forcibly removed. The promises and we are inseparably united, the statues and we are fiercely protected by the mighty pillars of God's oppressive law, the decrees, and God arbitrarily rules in the pronouncements. We are God's brutal army cheering Him on.
