 Ps 31 18Let their lying lips be silenced,
for with pride and contempt
they speak arrogantly against the righteous."

The Psalmist teaches that when man sinned, he began to redefine Gods law, covenants, curses, statutes, decrees and promises. Man began to curse himself and his neighbor. So God had to reestablish the relationship through the work of Christ. The Psalmist describes this in two worlds. Those who are in covenant with God have a face to face relationship. Those who are outside of the covenant with God are cursed and live in complete darkness. Gods covenant people are bought into the kingdom that has been united by the six axioms. 

God created all things as a display of the perfect communication of the axioms. The axioms are rules  that cannot be thwarted. When we are saved we enter into this governing communication that unites all things. Even tho we are corrupted yet we are implanted with the axioms. Salvation is in God alone. God works according to the axioms in doing this perfect work in us. God must rule with perfect justice, equity and faithfulness. He unites His government with our identity in returning us to the creation covenant. This is why the Psalmist describes the conflict with the wicked as a conflict of speech. They are attempting to redefine Gods axioms in order to destroy the citizens of a new kingdom." they speak arrogantly against the righteous."

When man fell he began to create a world that is opposed to the kingdom of God. The Psalmist teaches that men plan to rebel against the six axioms while they are on their beds. The Palmist describes this as conspiring against Gods lawful authority.20 In the shelter of your presence you hide them from the intrigues of men;" The wicked create a violent culture by planning to redefine Gods axioms. This conspiracy to overthrow Gods kingdom is perfected over many generations. God has responded to the violence by pronouncing the six axioms in order to overturn this conspiracy. The Psalmist speaks the axioms in order to command Gods command.Ps 71 3 "give the command to save me, for you are my rock and my fortress." 31 4 Free me from that trap that is set before me for I take refuge in you"
